Hola @CETA.
La clave fiscal la obtenés a través del AFIP. Aquí está el paso a paso.
Para eso necesitarás el CUIL para Extranjeros el cual se obtiene a través del trámite de Residencia Temporaria.
Si necesitas convalidar algo acá, te recomiendo traerlo apostillado ante la HAYA. Y con trámites en el ANAC, bueno ahi si te toca hablar con ellos de alguna forma.
