Tener DNI no significa tener la “nacionalidad Argentina” que es un trámite diferente y requiere de varios años de residencia para obtenerlo.
Lo que deberías hacer es tramitar la Residencia Temporaria, con la cual te dan un DNI para extranjeros, tal vez se refieran a eso:
